Developing countries have agriculture opportunity: OECD

Agricultural policy in developing countries should focus on raising productivity so that farmers can seize an opportunity of high food prices, the OECD said in a study on Friday.

The OECD also urged governments of these countries to accept a shrinking farming sector as people move from the land, drawn by improving opportunities elsewhere.

The report, Agricultural Policies for Poverty Reduction, also argues that developing nations should create solid social protection systems for rural households, including education and primary healthcare.

The Paris-based Organisation for Economic Co-operation and Development also
stressed that "policymakers need to accept that rising opportunities will lead many smallholder farmers to leave the agricultural sector".

The OECD called on governments "to smooth, rather than impede that adjustment".

"Equally important is the overall investment climate, which depends on peace and political stability, sound macroeconomic management, strong institutions and good governance," the OECD said in s statement.
It noted in South Korea, agriculture's share of employment fell from 40 percent to 16 percent in just 14 years until 1991.

The same transition took 53 years in the United States and 68 years in the United Kingdom, the OECD said.

In the study, the organisation warned against market interventions, such as price guarantees and subsidies, "because they treat the symptoms rather than the causes of underdevelopment".

Ambati Anjaiah is a farmer from to Tadkapally village in Siddipet mandal. Siddipet is one of the few mandals in Medak district where the rainfall has been recorded below average and the groundwater levels have gone down.

Anjaiah went for gooseberry (amla) crop in 2003 and has since been investing on it, but incurring losses every time. As the yield was not up to the expected level this year too, he has burnt his crop. This is not the first time that the farmers have burnt their crop, but it indicates the severity of the stress and irritation faced by them in the face of the prevailing drought conditions.

During the current season, the farmers have sown different crops in about 3.1 lakh hectares. However, the crop damage was identified in about 1.67 lakh hectares. The loss of crop included paddy 29,000 hectares (sown in 70,000 hectares), maize 58,000 ha (sown in 1 lakh ha), red gram 16,700 ha (sown in 30,000 ha), cotton 57,000 (sown in 86,000 ha) and sugarcane 9,000 ha (sown in 24,000 ha). This is in addition to pulses. According to farmers' federation representative Narasimha Rama Sharma, there are about 5.5 lakh farmers in the district and about 3.5 lakh have incurred losses.

“Red gram was sown in 30,000 hectares and now it is in flowering stage.

Loss feared

However, a major part of crop will be lost if the there are no rains in the next one to two weeks,” says Mr. Sharma. He says that the crop loss may be around Rs. 200 crore.

The farmers are demanding an input subsidy of Rs. 15,000 per hectare so that they can go for next sowing.

“I have lost about Rs. 18,000 after sowing paddy in two-and-a-half acres. I cannot go for farming unless a substantial amount of input subsidy is offered by the government,” said Dhanraj Naik, a tribal farmer of Chetatimmayipalli.

Global food prices may go by up to 50%: UNDP report

Adverse environmental factors are expected to drive up world food prices by up to 30-50 per cent in the coming decades, the latest United Nation’s Human Development Report has warned.

Food production must rise to meet the demands of growing populations, but the combined environmental effects of land degradation, water scarcity and climate change will restrict supply, the report says adding that income poverty and malnutrition could worsen if the prices of key staples rise.

The poor spend a large share of their income on staple foods, and to survive, they sacrifice nutrition and eat less. Research in India has shown that climate change could lead to a sharp drop in land productivity for some 17 per cent of farmers, particularly in cereals production, but effects on consumption would be muted, as most rural households derive their income largely from wage employment. Poor in urban areas would pay more for food as will wage earners and net consumers in rural areas.

The report also cautions that the progress in recent decades on human development was now threatened by environmental factors. The report forecasts an increase of human development index by 19 per cent in 2050 over today as a baseline scenario, which assumes limited changes in inequality, environmental threats and risks. Under the environmental challenge scenario, risks get intensified.

Forest resources also generate income through employment and sale of goods and services. Non-wood forest products – food, fuel for cooking, animal fodder and medicinal herbs and shelter also provide local communities with subsistence and marketable goods. In Arunachal Pradesh, poor households depend on community forests for basic survival and studies have found that fuel wood collection time has increased markedly in recent decades. In Kumaon, on an average, women and children travelled 1.6 hours and 1.6 km to collect wood in the early 1970s and 3-4 hours and 4.5 km in the 1990s indicating acute degradation.

“We advocate for policies that can engender sustainable production and consumption patterns that integrate environmental considerations into everyday economic decisions. Development must be decoupled from carbon emissions and the true value of ecosystem services should be incorporated in national development plans,’’ the UNDP has said.

Community involvement can be enormously empowering for poorer communities, as shown by disaster training programmes in 176 districts in the 17 most hazard-prone States in India. Extensive fieldwork in India has documented that active participation by women in community forest management significantly improved forest protection, the report says. With no community voice, women are often excluded from the benefits of common resources while bearing a disproportionate share of the costs, as in some parts of India, it says.

India has committed to reducing the green house gases (GHG) intensity of its economy by 20-25 per cent by 2020 and stands fifth in wind and is fast expanding such rural renewable as biogas and solar. Tax incentives have encouraged renewable energy investments.

Citing the use of CNG for transport, the report calls it a notable example in the intervention to reduce air pollution in New Delhi in the interests of public health. Among recent policies cited in the report are Mahatma Gandhi National Rural Employment Guarantee Scheme for its potential to contribute to climate resilient assets, empowerment of rural communities and provision of wage employment to the rural poor as also the Total Sanitation Campaign for improved sanitation, and planning for disaster risk reduction under the Disaster Management Act

Further, the report points out that globally at least 6 in 10 people experience one environmental deprivation, and 4 in 10 people experience two or more multi-dimensional poverty. Nearly 90 per cent do not use modern cooking fuels, 80 per cent lack adequate sanitation and 35 per cent lack clean drinking water.

In India, deprivations in sanitation among multi-dimensionally poor people range from 3.5 per cent in Kerala to more than 70 per cent in Bihar.

Critical Role of Palm Oil in Enhancing Food Security

The world population is estimated at 6.8 billion today. This is predicted to increase to 8 billion people in 2030 and 8.9 billion by 2050. There will be many more mouths to feed perpetually in the future thereby increasing the demand for food.

Over 1 billion, or 15% of the world still do not have enough food on a regular basis. At the turn of this century, United Nations expounded eight Millennium Development Goals. On top of the list is the goal to eradicate extreme poverty and hunger. The need to address this important issue was echoed, not too long ago, at the World Summit on Food Security that was held in Rome, Italy in November 2009. Very recently, in April 2010, World Bank launched the Global Agriculture and Food Security Program (GAFSP), which is a new multi-donor trust fund to improve food security and incomes in low-income countries through assistance to agriculture.

What is food security? According to FAO, food security exists when all people, at all times, have physical and economic access to sufficient, safe and nutritious food to meet their dietary needs and food preferences for an active and healthy life.

The oil palm (Elaeis guineensis) is an important agricultural crop, which yields three important sources of food, namely palm oil, palm kernel oil and palm kernel cake. An average of 3.7 tonnes of palm oil, 0.4 tonnes of palm kernel oil and 0.6 tonnes of palm kernel cake is obtainable from one hectare of land. While the first two products can be used for human consumption, such as cooking oil, margarines, shortenings, bakery fats, vanaspati, ice creams and Vitamin E, etc., palm kernel cake is used as an animal feed.

High Land Productivity of Oil Palm is Key to Mitigate Climate Change



The two major palm oil producers in the world are Indonesia and Malaysia, with outputs of 21.1 and 17.6 million tonnes respectively in 2009. Together, they constitute a magnanimous 85.3% of the world’s production.

Palm oil constitutes the major bulk of the world’s production of oils and fats. It contributed to 27.6% share when its production in 2009 was 45.5 million tonnes. Soyabean ranked second with a production of 35.9 million tonnes or 21.8%, animal fats third with 24.4 million tonnes produced or 14.8% while rapeseed was fourth with an output of 21.5 million tonnes or 13.1%.

There are hurdles to overcome during the pursuit to achieve food security in the future. A major obstacle is the diminishing availability of already scarce arable land. While population increases, the lack of arable land may not permit this to happen as it decreases from 0.75 hectares in 1922 to 0.23 hectares in 2005 and this will decrease further to 0.19 hectares per capita in 2030. An urgent need to use this scarce resource wisely can be realized if palm oil is chosen as the preferred oil over the other major vegetable oils. Due to oil palm’s high land productivity, whereby it can produce 4.1 tonnes versus 0.59, 0.42 and 0.36 tonnes of oil per hectare for rapeseed, sunflower and soyabean respectively, 7 times less land area is needed to obtain the same amount of vegetable oil if palm oil substitutes rapeseed completely.

Utilize Minimal Precious Land Resource to Get Same Yield



Similarly, palm oil’s substitution for sunflower and soyabean saves 10 to 11 times more land from being cleared and planted with these two crops. The extra land saved, could then be used to plant other crops or for animal husbandry.

Maximize Use of Land



With land scarcity, palm oil’s contribution to ensure food security comes from successful research carried out in Malaysia, whereby clonal oil palm materials, capable of producing 25 to 50% more fresh fruit bunch yield are already planted in the fields. As such, higher land productivity than that obtained currently, can be expected from oil palm in the future, without resorting to felling more new land.

Vegetable oils such as palm, rapeseed, sunflower and soyabean can be used as biofuels. There is concern that there will be competition between these vegetable oils for use as food or fuel. Chatham House, United Kingdom has optimistically projected that 28% of vegetable oils or 57 million tonnes will be used for biofuels in 2015, with the balance of 72% to be used for food. In 2050, 39% of total vegetable oils will be used as fuel and the balance of 61% will be used for food. Such projected large amounts of vegetable oils dedicated for biofuel usage is unlikely to happen.

Progress has been made to convert biomass to biofuel leading to minimal quantities of vegetable oils being used as biofuels. In this respect, palm oil has a sustainability edge over soya, rapeseed and sunflower, as the oil palm, which is a perennial crop, produces large amounts of biomass all year round and these can be used for biofuel. Palm kernel is already used as a fuel source while palm briquettes can be made from empty fruit bunches. Methane from the palm oil effluent ponds is also trapped and used as biogas. Thus, besides ensuring food security, a new business of converting waste to wealth is created in the palm oil industry.

Palm Biomass Briquettes



Palm oil can enhance food security by ensuring that the competition between food and fuel is minimal when its biomass are utilized for fuel and, therefore, any price hike will not be the result of such competing demands.

One of the drivers that often derail food security is the inability of the rural population, some of which live below the poverty level, to be able to afford sufficient food. The oil palm is a proven economic crop that has been used successfully to eradicate poverty due to its successful cultivation. The FELDA model in Malaysia bears testimony to such a success.

In conclusion, palm oil is the leader among the major vegetable oils that has the greatest potential to overcome food insecurity. It is capable of doing so in a very sustainable way since it requires the least land to produce the same amount of oil, thus freeing diminishing arable land for the cultivation of other crops or for animal husbandry. It is also proven that oil palm cultivation can help to eradicate rural poverty and hunger, which is one of the primary Millennium Development Goals.

Ensuring adequate supply of edible oils for the world market at affordable prices is very important to low income people of the developing world. Derailing future expansion of palm oil production through the Western Environmental NGO anti-palm oil campaigns will impact food security among the developing country population the most. It will also lead to massive deforestation as 10 times more land would be required to plant competing crops such as soyabean to meet future shortages compared to oil palm cultivation.

Msia, Indonesia reject oil palm planting curb at UN summit

WHILE the recently-ended climate talks in Denmark may have been met with dismay by environmentalists, oil palm planters are relieved that calls to curb planting have been rejected.

This is said to come under a scheme called Reducing Emissions from Deforestation and Forest Degradation in Developing countries (REDD). The World Bank had wanted this in place after the Kyoto Protocol, the current international pact to combat global warming, expires at the end of 2012.

Under the Kyoto Protocol palm oil millers can earn carbon credits if they install mini power plants at mills powered by biomass. REDD promises to continue this, but with a condition to "avoid deforestation", a clause that could be interpreted to mean "no more expansion of oil palm plantations".

Malaysia and Indonesia, the world's top producers of palm oil, have rejected this proposal at the United Nations Copenhagen Climate Summit. The World Bank scheme highlights how anti-palm oil lobby appears to have been inextricably linked to climate change issues.

But there are also bodies that are making attempts to show that green groups like Greenpeace can't see the forest for the trees.

World Growth (WG), a pro-development NGO, is lobbying against any international binding agreements that seek to curb oil palm planting under the guise of "saving rainforest". In an interview from Copenhagen, WG chairman Alan Oxley said Greenpeace, Wetlands International and Friends of the Earth's anti-palm oil lobby was "immoral" because their actions hurt the potential income of some five million oil palm planters in Malaysia and Indonesia.

At the Copenhagen conference, WG released a report titled "Collateral Damage: How the Bogus Campaign Against Palm Oil Harms the Poor". It essentially found that palm oil production, a sustainable vegetable oil and essential food staple, raises living standards and reduces poverty in developing countries.

"Planting oil palm trees help alleviate poverty because palm oil can generate returns of about US$3,000 per hectare (RM10,320) while other food crop generates less than US$100 (RM340)," he said. A former career diplomat, Oxley is also chairman of the national Australian APEC Study Centre, one of Australia's leading economic researcher based at RMIT University, Melbourne.

Malaysia's oil palm plantations, which directly employ 580,000 jobs, supports two million livelihoods. "Based on the track record in Malaysia and Indonesia, the International Fund for Agricultural Development (Ifad) is funding a project in Uganda to test the effectiveness of oil palm planting as a poverty eradication tool," he said.

Greenpeace, Wetlands and Friends of the Earth are currently running elaborate campaigns against palm oil, pressuring developing nations to reduce or even eliminate the land conversion necessary to cultivate this basic food ingredient. These green activists allege that expansion of oil palm plantations into forest and peatland areas poses a serious threat to the global climate.

"No less than 10 million of Indonesia's 22.5 million ha of peatland have already been deforested and drained," Greenpeace said in a statement posted on its website. It went on to say expansion plans in Riau province have the potential of triggering a "climate time bomb". Riau's peatland forests store a massive 14.6 billion tonnes of carbon - equivalent to one year's global greenhouse gas emissions.

Without providing data that can be verified, these Europe-based activists also alleged destruction of Indonesia's peatland forests alone accounts for 4 per cent of global annual emissions. They placed Indonesia as the third biggest polluter, after the US and China.

Greenpeace's latest posting said it wants President Susilo Bambang Yudhoyono to submit to international civil society pressures and stop the further destruction of Indonesia's rainforests and peat lands.

Washington-based WG, a non-governmental organisation that lobbies for free trade, say that not all within international civil society agree with Greenpeace, Wetlands and Friends of the Earth. It considers these accusations and others levied by Greenpeace, Wetlands and Friends of the Earth as wrong, cannot be substantiated or severely exaggerated.

"Our finding reveal, at best, they're a misunderstandings of facts and economics and, at worst, intentional distortion of the truth in an attempt to advance radical efforts to halt any conversion of forested land," Oxley said.

In contrast to the green activists' claims, the fact is oil palm trees are highly sustainable - generating 10 times the amount of energy consumed. Compare that to rapeseed, which produces only three times the energy input; and soyabean which requires 10 times more land to yield the same amount of vegetable oil.

"And if these 'green' credentials aren't enough, the report also shows that oil palm plantations are very effective carbon sinks - a stark contrast to the propaganda by Greenpeace, Wetlands and Friends of the Earth".

In addition to these surprising revelations, WG's report demonstrates that poverty and not oil palm planting, is the major cause of deforestation and loss of orangutan habitat."This latest findings by forestry experts show two-thirds of forest clearance is driven by low income people in poor countries searching for land, habitation and food production," he said.

Oxley concluded that some green groups are willing to advance potentially devastating propositions so casually - especially when their implementation could cripple an industry that is able to reduce poverty and raise living standards - calls into question their morals. "What Greenpeace, Wetlands and Friends of Earth are doing is not green, it's simply immoral and hurting the poor."

"If developed countries want developing nations to sign on to a new global strategy to reduce greenhouse gases, they must advance strategies that raise living standards and not regard poverty increase as unavoidable collateral damage," Oxley said.

Tim Wilson, founder of SustainableDev.org, shares the same view. Making reference to an 11-paged report titled "Palming off livelihoods?: The misguided campaign against palm oil" , Wilson said proposals at the UN Copenhagen Conference that stop forest conversion will only keep the world's poor trapped in poverty.

He talked about Greenpeace and Friends of the Earth's campaign activities ranging from protesting shipment of palm-based animal feed into New Zealand, to lobbying European officials to ban usage of palm oil as biofuel to getting palm oil advertisements taken off from television networks in the UK.

Although the lobby against palm oil is multi-faceted, it has one clear objective - to reduce palm oil consumption in western markets, like Europe, the US, Australia and New Zealand. "Deliberately reducing consumption of palm oil will only harm poor farmers' livelihoods and their capacity to lift themselves out of poverty," he said.

On nutrition, Wilson said palm oil is a necessary dietary staple for the poor because it is a rich source of Vitamin A. "Since palm carotenes is essential in boosting children's immune system, any deficiency can lead to a million deaths per year among the poor in developing nations," he said.

Can Small “Shantytowns” Help End the Homeless Problem with its Negative Environmental and Fiscal Effects?

The homeless problem in the United States and the world is growing. In fact, in every county of this country a minimum wage earner can’t afford a 2-bedroom apartment at the 30% income level for rent. The housing crisis is making things worse and we have homeless families living in cars and a drain on the welfare system. Worldwide most rivers will give you hepatitis and other diseases from improper disposal of waste. Squatters up and down waterways are an environmental hazard. This was the case around the Rio Grande until they organized some of the shantytowns called “colonias” all along the border (and yes, inside the U.S.), which is giving an example of an alternative to the welfare system, unaffordable housing, and tent cities. People get a small plot at an extremely reasonable price and start to help themselves by building a house and a better life. These places are not anarchically governed as some would expect but have community loan funds, strategic bridging organizations, and one often needs references to get in. Sure, the septic systems are often a cesspool but that beats spreading hepatitis at the riverbank. Now there is the composting toilet that can be built to large scale and is very clean—all you get is top soil out of it. We have neighborhood watches here but I imagine they step that up a couple of notches. They may use “social collateral”, where if you default on a loan you screw it up for 10 of your friends—unlike here where we think money grows on trees. People in the colonias also have "social capital" taking care of each other.
The U.S. government has hordes of public land and giving a few square miles to homeless people to start their own “individual asset accounts” and a modest cottage is a great way to get people out of the never-ending cycle of government assistance.
